Katherine Ash, Founder & Principal

Kate is a domestic policy design professional who specializes in helping leaders collaborate across sectors to maximize their social impact. Most recently, she served as the chief architect of SkillsFWD, the nation’s first funder collaborative to advance skills-based hiring leveraging learning and employment records. Other initiatives have included the Workforce Innovation Network, which brought together Governors to design, launch, and scale a new suite of workforce innovations to help drive an equitable post-COVID economic recovery.

Kate specializes in leading collaborative governance efforts and previously led 15 states through statewide strategic planning efforts to coordinate service delivery for jobseekers and families, close digital skill gaps, and leverage investments including the Infrastructure Investment and Jobs Act. Kate is the lead author of more than half a dozen publications on statewide economic and workforce development including "Reimagining Workforce Policy in the Age of Disruption", "A State Roadmap for Workforce Recovery", and "Using Data to Advance Digital Skills: A State Playbook".

Kate previously served as an advisor to the Chairman of the United States Senate Appropriations Committee. In this role, she crafted bold ideas to build healthy communities, revitalize historic downtowns, and expand access to education, housing, and human services. She has extensive experience working with leaders to shape domestic discretionary spending and advance legislation such as the Housing Opportunities through Modernization Act.

Kate was previously appointed by former Vermont Governor Shumlin as Deputy Disaster Recovery Officer to lead statewide community recovery and capacity-building efforts in the wake of Tropical Storm Irene. She has also led outreach for FEMA in her home state, where she continues to advise on strategic planning, advocacy, government affairs and communications.

Kate’s work on public sector innovation has been featured in Forbes, The Hill, U.S. News & World Report, National Science Foundation, Inside Higher Ed, Working Nation, among others. She was awarded the John L. Weinberg Fellowship to pursue a Master’s degree in Domestic Policy from the Princeton University School of Public and International Affairs and holds a Bachelor's degree from the University of Vermont, where she serves on the President's Engagement Advisory Board. She lives in Washington, D.C. with her husband and returns home to Vermont every chance she gets.
